Add shell based ps1 script launching capabilities

Description

It can be awkward to run ps scripts from explorer.exe or off the desktop. you just want to click on them and have them behave correctly. The default host doesn't do a very good job at this, it will close windows before the output can be read, or leave windows open and cluttering up the taskbar when they have no output to display.

Autopowershell already has features to address the limitations, but doesn't integrate with the shell. We want to add an explorer context menu entry on .ps1 files and optionally (at install time) associate autopowershell.exe to ps1 script for default open action.

Scripts run in this ad hoc manner should have the same look and feel as the built in AutoPS scripts.
